Is it illegal to flash headlights in Australia?

I have many experiences and sick and tired of being victimised on the road. I was driving on the slow lane trying to keep to the speed limit. A car from behind started to flash the headlights. It was quite a distant from my car. There was no apparent reason to start flashing. I think it is plain road bully. I would like to report it if there is a place to deal with these incidences and road nuisance.

unless you get the rego number of the offending vehicle there isn't much you can do about it. if you do get the rego, call the police asap because there may be a patrol unit in the area that could assist your complaint. the only way that you can get in trouble that i am aware of is if you flash your headlights to worn oncoming traffic that there is a random breath test or speed camera set up down the road of oncoming traffic. hope this helps.
